Pastor Joseph Rubio - Senior Pastor

Pastor Joseph Rubio was saved at the age of 17 years old in Phoenix Az. Not too long afterward he felt God calling him to serve in full time Christian service. He graduated in 2002 with a Bachelors degree in Bible from Ebenezer Bible Institute in Hermosillo, Sonora Mexico. He has served in different ministry positions as youth pastor, interim pastor, and senior pastor. He joined the staff at Highway Bible Church in October 2015.


He and his wife Melissa have been married since March 2007, and have four children: Ruth, Bethany, Marcos, and Josiah. His life verse is Isaiah 26:3.

Mrs. Frances Cowles

Pastor Mark Cowles grew up in the Placerville area, his parents ministering as missionaries to un-churched communities across the Mother Lode.  Pastor Cowles attended Western Baptist Bible College, where he met his wife Frances, and Grand Rapids Baptist Seminary.  After graduation, Mark and Frances ministered at Faith Bible Church in Sacramento and at the Bible Church in Happy Camp, CA. In 1978 the Cowles family was called by the Highway Bible Church and began their ministry in Placerville.

Additional to his pastoral duties, Pastor Cowles has done extensive studies in church history, with a specific interest in the text of the New Testament.  It is his hope that this research documenting the integrity of the Received Text will soon be available in book form.

Frances plays the piano and is involved in the busy ministries of a pastor’s wife. The Cowles are just normal people who are blessed to serve with the congregation of Highway Bible Church

Pastor and Mrs Cowles have pastored at Highway Bible Church for over 37 years, and have retired from the pastoral staff in April 2016. While they continue on at the church in  an emeritus roll, they are focusing on completing a couple of different books and pursing ministry opportunities in the Lake Tahoe basin.
